We are writing to update you on some recent Ofcom announcements that have important implications for both you and your Customers.
1. 0870 Regulation
Earlier this year we provided information regarding the Ofcom statement on 0870 and the subsequent loss of revenue share on this number range, due to take effect on 1st February 2008. Further to an Ofcom announcement made in an industry meeting last week, we can advise you that the date for implementation of this statement has now slipped to later in 2008. This delay is linked to Health & Safety issues that have been uncovered with pre call announcements which some Communication Providers were planning to provide on the 0870 range next year.
Ofcom are unable to confirm timescales for the delay at this stage, although we have just been informed it is likely to be in the region of two to three months. We are liaising with Ofcom on this matter and will announce the new timescales to you as soon as we receive confirmation.
2. 0871 Regulation
Another element of NTS to be affected by the Ofcom NTS Statement earlier this year, the 0871 number range is planned to come under the regulation of the newly rebranded PhonePayPlus (formerly ICSTIS) in 2008. This was also due to take effect on 1st February 2008. However, due to a delay in the publication of the Code of Practice that will apply to this number range, the implementation of this regulation has also been delayed to later in 2008. We now expect this regulation to take effect in Summer 2008 and we will of course keep you updated with regard to what this means for you and your Customers as soon as this information is published.
3. 070 Pre Call Announcements
You may recall an announcement which provided full details regarding the Ofcom regulation of the 070 number range and the mandatory pre call announcements to be made on calls to 070 numbers. We have since been advised by Ofcom that this regulation is under review due to the Health & Safety issues with pre call announcements of this nature. As such, we are seeking further clarification from Ofcom regarding the use of these announcements before implementing these across our network.
Once again, we will keep you updated on this important area of regulation that affects all parties with a retail Customer contract for outbound calls.

As Commsworld announced some time ago BT has been planning to withdraw Meter Pulse Facility as it is incompatible with 21CN – that time is now!
Meter Pulse, is typically used where the end-user has a requirement to log and onward bill calls – hotels, business centre’s etc. This is not the horror story it sounds. For years hoteliers and business centre’s have been held captive by BT via meter pulse charging, simply because there was no where else to go. But this is about to change.
This means that for the first time ever, you can choose to move your calls to Commsworld and are no longer locked into calling over the BT network. To find out how this affects you or to talk through your options, call Commsworld and we can guide you through every step on 0845 345 7131 or get in touch through the Contact Us section on the website.

Co-founder of Commsworld, David McKenzie, has decided to exit the company on the back of record financial results. He oversaw the development of Commsworld over the last 13 years and in 2006 achieved turnover growth in excess of 20%, a trend which has continued during the first 9 months of 2007. Having co-founded Commsworld with Richard Nicol in 1994, McKenzie has decided the time is right for his departure and has sold his shares to existing directors and external investors.
The Commsworld board will be headed up by co-founder and new CEO, Richard Nicol, who said:
"I am delighted for Dave; we have worked tirelessly over the years and have created a company that is a leader in its field. I am proud and privileged to have worked with a man I consider to be a close friend. Commsworld will continue to benefit from Dave’s extensive knowledge of the industry by engaging him in an advisory capacity going forward.
The world of converged communications is redefining how organisations will work in the near future, and we have an ambition and vision to help our customers on this journey."

After the success of last year’s Martin Currie Rob Roy Challenge, Commsworld are entering our own team in the enduring challenge which is set to raise £350,000 for Cancer Research, CHAS and Habitat for Humanity.

Boutique hotel Tigerlily in Edinburgh has already won plaudits from design and travel critics with its couture, décor and elegance, putting Scotland on the map in terms of the world’s hippest venues. However what makes this hotel special is the impressive cutting edge, hi-tech communication system which benefits its customers and the overall management of the hotel.
But the high-end design of Tigerlily posed a huge challenge for Commsworld engineers with a phenomenal amount of glass and steel featuring heavily in the design-led features which can greatly affect the wireless signal, one of Tigerlily’s features aimed at the business community. Meanwhile miles of hi-tech cabling had to be installed without compromising the look and remaining sensitive to the heritage of the original five-storey Georgian townhouse.
The result is that Tigerlily is now a clear trendsetter in the technological stakes, with state-of-the art wireless, broadband, phone and computer capabilities, all integrated seamlessly to offer radical benefits to guests, staff and management.
Jim Hamilton, Designer, Graven Images said: “Commsworld took on a particularly challenging project installing the communications systems within Tigerlily. Not only did they have the obvious technicalities of it, but the design aspect was a major priority too.
“It is unfortunate, but all too often the communication elements are overlooked in this process and only appear on site hours before opening and totally compromise a look that has been month’s in the planning.
“Commsworld were particularly sensitive to our needs and quickly understood the importance of integrating their systems with our designs which they did impeccably.”
For customers it means that while they are in any of Tigerlily’s bars, restaurants, clubs or rooms they can connect wirelessly to broadband internet from laptops or handheld PCs. All the bedrooms are also offer hardwire broadband connection.
A separate virtual network has been created for the hotel’s zonal till system. This means staff can easily and wirelessly use the electronic point of sale equipment – the chip and pin system - anywhere in the building.
Staff and management also enjoy secure, encrypted access to a third virtual network, the Montpeliers group’s own admin system. Meanwhile Tigerlily has been kitted out with the advanced Mitel 3300 phone system, found in 75% of the world’s top five-star hotels.
Crucially, all aspects of the communication package are integrated with Tigerlily’s property management software system, a highly advanced tool which tracks every aspect of the business, including inventories, bar and meal orders, room booking, staff schedules and billing.

If you have been watching the press stories of late, you may have caught some articles announcing that Ofcom have released BT from their pricing controls. For many a year people have complained about BT being more expensive without realising that they operated under these controls that were designed to give new competitors a foothold in the marketplace. Will their release make any difference? In our opinion – Yes! We are already seeing pricing reductions and offers being released such as a 10MB Internet Leased Line circuit with £0 connection charge for a 3 year contract. These are coupled to annual rentals of sub £12,000 for a 4MB feed! It is only a couple of years since 2MB Internet was £15,000!!
It could get very interesting over the next few months!

Commsworld solve the dilemma over how to protect your previous investment in Index as well as migrate to an IP environment.
Whilst the above problem has been coming to the fore over that last few months, in parallel, the marketplace has been experiencing a significant uptake in the adoption of IP functionality. There are a range of reasons that users consider when arriving at the conclusion that IP functionality can offer significant business benefits. Some are:
- Business Continuity
- Unified Communications
- Home/Remote Working
- Single converged network for Voice and Data
- Cell Phone Mobility Integration.
Against this background we have been researching and testing alternatives and Commsworld are now proud to promote a solution that addresses both of the above issues. In-house tests have been successfully carried out within our labs by our Analysts to connect INDeX into an IP environment delivering all the benefits of IP Communications. We have proven a very successful model whereby the INDeX can integrate seamlessly with Mitel’s ICP 3300 protecting the original investment and allowing a controlled move into an IP Converged world.
So successful have these trials been, we have now delivered this solution to several high profile customers who are now reaping the benefits. This model allows our clients to migrate in a transitional way at a time of their choosing from the Index without the associated concerns by implementing a ‘big bang’ delivery. Another major benefit that our clients gain, is the significant saving in space required for the new platform. Whereas an INDeX 1000 would take up a whole cabinet at about 42u, the Mitel 3300 platform can support up to 750 users from a 2u unit!!
Our aim is to offer you maximum choice.
You can opt to stay with INDeX for the foreseeable future, Commsworld are able to support and maintain your system for a significant period of time.
However if you would like to learn more about our migration success stories then book your free one-to-one demonstration and take advantage of our bespoke consultancy service specifically for your business.

BT Indirect Channels (BTIC) was launched in 1995 as a small unit with a handful of channel partners. Since then BTIC has a established a network of 100 authorised partners and several thousand resellers. During this time BT have played a part in developing the market from being predominantly Voice centric to being a respected and credible supplier of ICT solutions.
However the changes within the SME marketplace has made BT re-evaluate its position in the marketplace to endeavour to meet the ever changing needs of businesses. In order to move forward with solutions that SME’s are looking for, BT have reviewed all their relationships and have decided to focus on partners who show potential to manage both converged and traditional opportunities, and who currently have the capability to deliver high standards of ICT solution to customers.
Commsworld are happy to announce that BT have chosen us as one of their key partners, the proposition brings focused partner training and even greater support . This enables Commsworld to give you the customer the best possible prices, service and expertise.
Colin Henderson, BT Account Manager said "BT Indirect Channels' ongoing relationship with Commsworld is defined by their expertise and experience of selling the business benefits of converged solutions, so as their customers are able to realise tangible return on investment“.
